Go to the shortest fish pillar, in the back right corner. Climb on top of it. Turn to face the entrance and then jump to grab the horizontal spear ahead.
Swing around it and jump to grab the molding below the curved balcony. Traverse around to the right as far as possible.
Then jump backward. . .
. . . to land on the second fish pillar. Turn around and jump to grab the next spear. Swing around it and jump to grab the edge of the balcony ahead. Pull up.
