After placing the 3 carved stone blocks in the niches on the side of the tower, run around the base of the tower until you find the carved panel that lights up when Lara touches it. Grab onto it and walk to the right (you could go left, but the other way round the circle is shorter), rotating the entire base of the tower.
When the panel is aligned correctly, a brief cut scene shows a beam of light shining down from above and striking the pattern on the ground in front of the gate. This indicates that the first part of the 4-part mechanism has been unlocked.
