On the same ledge where you found treasure #3, move to the opposite side from the spot where you pulled up. Stand between the center and the right side of the ledge and jump to grab the horizontal pole sticking out of the wall ahead. (If you try and make this jump on the left side where the gap is larger, Lara will fall, and you'll have to climb back up the scaffolding and try again.) Move to the left side of the pole (i.e., closer to the wall), swing and jump to the ledge ahead.
Just around the corner to the left you'll find the next treasure (4/13). To get down safely, swing back to the ledge where you found the previous treasure. Then jump back to the scaffolding and drop down a bit at a time.
